The Department of Basic Education

Background

The basiceducation  sector improvment programme of the government's FCUBE  initiative has the following objectives:

                                                                                                                                                                       (i)  increasing access in participation.

                                                                                                                                                                   (ii) improving efficiency of management, and

                                                                                                                                                                         (iii) enchancing the quality of teaching and learnig(GMOE,1996). During its establishment, the University College of Education was charged, as outlined in the PNDC law 322 University College of Education law 1993,with the following objectives:                               

(i) to provide higher education and foster the systhematic advancement of the science and art of teaching.....                                         

(ii) to train tutors  for the regional colleges of apllied arts and science and technology (RECAAST).

(iii) to provide teachers with professional comptence for teaching in institution such as pre-shcool basic and senior secondary shcools and non-formal education institutions. (GPC 1993).                                                                                                                                                                                                                                              

The university College has since its inception established structures to provide teachers for secondary schools (junior and senior). However, there seems to be overemaphasis on the production of senior secondary shcool teachers to the detriment of basic shcool. Given themission of the university college, there is the need for balance in the production of teachers with emphasis on the basic education sector. The basic Education Department is being establishing to train teachers for the primary and junior secondary levels of education.

Rationale

The Bachelor of Education (Basic) degree programme focuses on  producing professinal graduate teachers to meet  the national needs of ghana at the primary and junior secondary school levels of education . The programme seeks to produce broad -based trained teachers for the primary level and subject specialist for the junior secondary. The trained teachers for the junior secondary will offer a two-subjuect specialization in accordance with the identified natinal needs.

Mission

The Department of Basic  Education shall provide teachers with requisite professional competencies to function effectively at either the primary or  the junior secondary level of education.
